Circular No. 10/2018/TT-BVHTTDL (Circular 10) sets out requirements for the facilities, equipment and professional trainers in the fitness training sector.
Circular 10 entered into force on 15 April 2018 and replaces Circular No. 16/2010/TT-BVHTTDL (Circular 16).
Compared to Circular 16, Circular 10 does not only set out requirements for the establishment but also for the fitness trainers.
According to Circular 10, gym and fitness centre facilities and equipment must meet the following requirements:
- The area of the exercise room must be at least 60m2.
- The distance from the ceiling to the floor must be at least 2.8 metres.
- The space between each exercise equipment must be at least 10 to 30 centimetres.
- The lighting must have the illuminance of at least 150 lux.
- Rest rooms, changing rooms and lockers are required.
- The gym and fitness centre must have first-aid kits available in accordance with the requirements of the Ministry of Health.
- The internal rules of the gym and fitness centre must include details on working hours, eligibility and ineligibility of members, and recommendations on safety.
- A fitness and gym trainer can only train up to 70 people during one training session.
According to Circular 10 an individual who would like to be a fitness and gym trainer must attend a training course organised by the General Department of Sports and Physical Training, Vietnamese Weightlifting Federation, Department of Culture, Sports and Tourism, or District Department of Culture and Sports and will receive a certificate upon completion of the training
Individuals who are a fitness trainer or an athlete who has reached the second or equivalent or higher professional rank; or who have a secondary or higher diploma in fitness training are exempted. As already mentioned as a requirement for a gym and fitness facility, a personal trainer can only train maximum 70 people during one training session.
